Jeff Shanahan, CEO & Founder of Shanahan Development
Jeff Shanahan graduated from Ferris State University in 2006 with a Bachelor’s in Mechanical Engineering and soon after moved to Denver to work for M.E. Group Inc., a national firm specializing in energy-efficient MEP design, where he managed projects ranging from multifamily developments to state-of-the-art high schools. In 2008, he founded JJS Investments, acquiring residential properties and a local pizzeria that has since grown into a four-location chain generating over $6M in annual revenue. A year later, Jeff left M.E. Group to focus on real estate full-time, launching Shanahan Development, which has since entitled nearly $260M in multifamily, hospitality, retail, and public transit projects now under construction or completed.

PROJECT DETAILS
The Burrell is a boutique, 8-story, permanently affordable condo development located in Denver’s vibrant Five Points/RiNo Arts District. It offers 49 one-, two-, and three-bedroom condominium homes, starting from approximately $205,000, and operates under a community land trust model through ECLT that ensures affordability for households earning up to 80% of Area Median Income.
Designed with sustainability and community in mind, The Burrell features shared Boomerang bikes onsite, carshare options, EV charging stations, and direct access to the Platte River Trail—all within a highly walkable, transit-connected neighborhood. The building’s standout feature is a seven-story metalwork mural celebrating Charles Burrell, famously known as the “Jackie Robinson of classical music.”
Construction was completed in early 2024, and the project officially opened in May 2024. Units are currently move-in ready, offering modern, eco-conscious homeownership opportunities in one of Denver’s most dynamic neighborhoods.

Development 360 Curriculum & Meeting Schedule:
Curriculum: The curriculum is based on the Development 360 Case Study and follows the life of the project’s development from concept to completion. The typical curriculum begins with site selection, due diligence, and market research, goes through the phases of permitting, design, and construction, all the way to marketing and lease-up. Meeting Schedule: The curriculum is divided into 6 sessions, taking place over the course of 3 months, with 2 additional gatherings for orientation and wrap-up. Sessions follow a pre-determined curriculum designed by the developer and based on the case study site. Meetings feature guest speakers, presentations, and study assignments.
Upon acceptance into the Development 360 program, 100% attendance is expected throughout the program. If you are unable to make a meeting, you should inform ULI Staff and your instructor.

We are excited to launch the 5th year of the Development 360 program, continuing to build on a strong foundation of learning about the development process, best practices, and pitfalls.
