What is a TAP?
Technical Advisory Panels, known as TAPs, are a service offered by the Urban Land Institute that brings real estate, planning, and development experts together to provide unbiased pragmatic advice for addressing complex land use and real estate development issues. TAPs are 1.5 day exercises that put volunteer ULI expertise to work to help communities address pressing land use issues. They are preceded by extensive preparation.
TAPS offer an opportunity to engage local land use leaders in exploring a development project, policy, or challenge. ULI Colorado assembles a group of members with expertise relevant to the scope of work. These members may include developers and landowners, investors, designers, planners, engineers, architects, market and financial analysts, marketing professionals, as well as members of the public sector.
TAPs are designed to provide practical and actionable recommendations that produce results on the ground. They are intended to be blueprints for positive change. TAPs help communities establish this direction and inform next steps, including targeted investments in planning, economic development and infrastructure.
The Process
ULI is invited in as a nonpartisan, disinterested convener offering third-party expertise volunteered by leading members. We work with each organization to understand and refine the scope of work to help identify and solve key issues. A three- to six-month lead-time is necessary to provide sufficient time to assemble the best available ULI panel members, compile briefing materials, and plan for the logistics of the TAP program.
The Result
Within six to eight weeks following the TAP, ULI Colorado will deliver a professional, high quality report that can be used as a tool to help your team implement the recommendations. A dedicated representative from the panel is available for questions and consulting for 12 months following the TAP. Recommendations are non-binding. ULI follows up when asked to offer support for implementation.
Funding
A TAP costs $20,000 for public and non-profit entities and $25,000 for private entities, and are valued at over $100,000.
Through $15,000 in funding from DRCOG, ULI Colorado is accepting requests from applicants including public agencies, nonprofits, and institutions (or private entities working in a public-private partnership) seeking a TAP study. The DRCOG grant will reduce the cost of a TAP to two sponsoring communities by $7,500, with the potential for additional matches to reduce cost to the primary sponsor.
